An Ordinance was passed which will grant six thousand dollars to any person completing a new residence on any vacant lot in the City prior to August 1, 2014.   In new development areas which charge City financed special assessments against the cost of lots, the cash payment is dropped in favor of forgiving the assessment (with an estimated value of $6000-$7000).
